This edition of the Apparatus Architects focuses on cold weather operations for emergency vehicles. On this edition of Campus Firewatch Radio, host Ed Comeau visits with Andrew Pantelis who conducted an innovative study at the Maryland Fire and Rescue Institute in College Park. A group of students from the nearby University of Maryland spent the day getting drunk (under supervision) and went through a periodic set of exercises to measure their ability to evacuate from a smoke-filled environment.
Next, Mike Rupert from the District of Columbia talks about his program “This Should Be Illegal” that targeted students living off-campus in Washington and educated them about their rights as tenants by making extensive use of the social media site, Facebook.
Ed Comeau finishes rounds out this program with Aaron Johnson from the Westhill Group about social marketing and how it can be used to reach today’s “Net Gen.”

A new fire chief in a combination department is looking to increase the level of training with his automatic mutual aid companies. He hits a roadblock from the other chiefs who don’t really feel there’s a need for the extra training. While they do respond together several times a week, is there really a need for cross-training?
Chief Gasaway also responds to the pleas of an assistant chief who will be taking over as chief of a volunteer fire department. The soon-to-be chief is struggling to increase the number of members responding to calls. His ideas include additional incentive plans, duty crews and extra credit. This month on Fire Marshal’s Corner, host Ed Comeau launches the first of a regular series of interviews about the groundbreaking project, Vision 20/20. This project, funded by a DHS Fire Prevention and Safety Grant, is developing a national strategic agenda for fire loss prevention. For over a year, experts from across the country have been working on this project collaboratively on developing a series of strategies and the final result has been five that focus on areas that need attention. For each of these strategies, a different organization has volunteered to facilitate.
Strategy 1 Increase Advocacy for Fire Prevention is being facilitated by the International Association of Fire Chief’s Fire and Life Safety Section. Chief Alan Perdue from the section’s Board of Directors discusses the direction that they will be taking.
With the recent economic meltdown that has occurred all across the country the impact is being felt in all communities and municipal services, including fire departments. Joining us to discuss this from different points of view is Sean DeCrane, a battalion chief with the Cleveland Fire Department and a member of the International Association of Fire Fighters; Divsion Chief and Fire Marshal Mike Love with Montgomery County, MD, Fire and Rescue and Chief Bill Metcalf with North County Fire Protection District in Fallbrook, CA, and Treasurer for the International Association of Fire Chiefs.

In this month’s edition of the Firehouse Magazine Insider, Editor Peter Matthews talks with Dr. Richard B. Gasaway, about his article “Developing and Maintaining Fireground Command Situation Awareness - Part 1″.
The article is based on the research conducted by Dr. Gasaway, the Chief of the Rosville, MN, Fire Department, for his doctoral degree. The focus was on firefighter line-of-duty death and near-miss reports that were tracked back to the lack of awareness of key factors on the fireground.
Chief Gasaway talks about the tedious research and offers several of his findings to increase safety through situation awareness for incident commanders and those operating in the fireground.
The article appears on page 78 in the November issue of Firehouse Magazine.

Firehouse.com Editor Peter Matthews reports from the VCOS Symposium in the Sun about two departments that have seen very successful recruitment programs.
The first guest is Chief John Bales from the Golden, CO, Fire Department, the recipient of the VCOS & VFIS Retention and Recruitment Award presented at the conference.
In 2005, the IRS visited the fire department to look at the paperwork it was issuing. While this led to a small decline in the membership, several other measures were taken to increase the department’s staffing.
Just how did they more than double their membership? They won a SAFER grant, hired a volunteer coordinator and changed their bylaws.
We also speak with Chief Brian Hickerson of the Nokesville, VA, Volunteer Fire & Rescue. Their unique recruitment toll is junk mail.
The department was faced with the need to staff a second station as the area grew from 10,000 residents to over 33,000. The simple postcards inviting them to a recruitment open house are mailed to every resident in their first-due response area.
